>game hits just the right itch of a long form Majesty-like
>gets fucking deleted twice off of steam due to some Chinese controversy
Welp.
Does anything come even close to this gameplay wise?

Crown of Greed. Right now it's still really buggy and lacks modern QOL. But if you want something that feels like Majesty 1 without actually being Majesty 1, it's probably the closest thing you'll find.
Also it doesn't have all the garbage pseudo-MMO slop that Leviathan's Fantasy suffers from. No idea why the bugmen love to add mindless grinding to literally everything so damn much.

No idea, but it's some weird shit for sure.
I bought the game on its original release simply because it looked interesting. Then it disappeared and you had to go to the dev's Discord to request a new key, because they wouldn't be updating the original version anymore. The new key was actually one belonging to a completely different game, but they had entirely replaced that game with the same Leviathan's Fantasy game that got delisted. I also got a couple of free DLCs for the new version by bugging the devs about it on their Discord lol.
Since delisting only removes the game from the store and not from your library, I now own the game twice.

There was some jank with giving players of the first version a free copy of the second version. Initially they wanted to do this directly through Steam, but they (or Steam Support) set it up wrong so a paid version and a "hidden" free version existed at the same time. The idea was to give people who bought the original game acces to the free version and everyone else got access to the paid version through the Steam store. HOWEVER if you had wishlisted the game before that, you could access the hidden free version through your wishlist and get the game for free regardless of whether you had previously bought the original version. I think they axed the whole system because of that and resorted to just giving away free keys through their Discord.
I don't think any of that is related to being delisted a second time though.
From a quick glance at the Steam forum for the newest version of the game, users are saying the delisting was because of review manipulation. With no official news since last year and their Discord abandoned, I think this game is abandonware at this point.
