I have a theory about that.
In mid-2023, I had a hunch that we're reaching the ceiling of local femchuubas fandom number. As in, all of those watching female chuubas both local or otherwise, are also watching other female chuubas one way or another, and there is no new audience being made in the event of new female chuubas debuts.
Now, I don't really have evidences that support the hypothesis, but when we comparatively look at it with the buzzing male scene that's happening in the last 6 months, I believe that some of the hunch is indeed true. Not trying to be a doomer, but I shared the sentiment of stagnation in the female chuubas scene, at least on the fans side.
So, where to go to produce a "new" fans? I was thinking of converting local audience who still only watch 2 of the JP corpos exclusively since they're still out from the calculation, or just turning other group of people into chuubafans. Of course, both of them aren't easy to pull it off, but in my opinion this is the key to a sustainable growth and development of the scene.

Interesting choice for Re:Memo to graduate him instead of keeping him at hiatus (considering the rise of male scene, and he's the only two males that Re:Memo has besides Reynard), but then again, he looks like pretty much busy in RL, so I think the decision for the graduation started from him, and not the agency.
Also, we will be seeing the first graduation from Re:Memo, unless we're counting the Epel one, but that one is kind of complicated, and he won't be keeping his IP like she did.
