>I was brought up to believe that war is good for business.
Many have thought so. And it depends on the starting point. If society is run down and wastes money on weird stuff that only a tiny elite can explain, then a major war will galvanize society into survival mode and reallocate resources. We saw that in WWII. We also saw it ran out of steam and turned into stagnation from the 1970s and forward.
Another problem is that cowards, the weak and the insane and the politicians who were the direct cause of the war survives, while honest men are sent to the front where many die. UK, France and Germany still feel the impact of the enormous losses of human lives in WWI, and that is now more than 100 years ago.

It's not, it's about Democracy.
Especially in America where the most their President can have is 8 years at most, it lends itself into short term goals because they're always struggling to hold power and long term goals that finally finish could be used by other Presidents to promote themselves.
Democracy is inherently unstable and chaotic. Domestic, foreign policy, infrastructure, military, education, everything a politician can influence is unstable under Democracy. In 4 years time the America we see today could be completely different, then in 8 years time it could be back to where it is today.
Republic Rome had dictators precisely to fix this problem. Someone who had absolute power that is burdened with fixing the instability of the politics and essentially start anew until the next dictator had to be made.
