Which really amounts to: the more stuff going on the smaller the resolution needs to be, and you might have to sacrifice a little audio quality and resolution to get a better video. Use two-pass encoding with quality/speed set to best/slowest. Yes. That will make encoding take a long time. An extra note about motion is that the type of motion matters. VP9 can, in essence, push blocks of pixels around the frame. So LEMON MELON COOKIE generally looks great at 1280x720 since most of the motion is static images sliding around on a single color background. But once Miku starts dancing it goes to shit. Critically, it still goes to shit even at 1/4 that resolution so there isn't much benefit in downsizing. Though to be fair it doesn't appear quite as bad since the whole video is so much smaller.
