I happen to be an expert on this subject. A girl's breasts are mostly made up of fat. The main ligaments/area that connects the breasts to the chest is generally located around the top portion of the breasts. The reason being that if their breasts are small then the effect of gravity, exercise, weight, age etc is all minimal and you don't need the additional support anyways.
