One bit of feedback I would give - her ponytails (twintails? Not sure the correct name) should be lower and a bit bigger. Anime characters rely on their hair a lot as a focal point to their design, so it's important to try to get that aspect of their design as correct as possible.
I like how you didn't loose the foot shape while drawing the fin, something that can commonly happen (even among pros), and they are a decent length.

However, while I usually like it when artists post hi-res images, this one is *too* high - infact it almost killed my browser opening it. What was the dpi you scanned it at? 24mb and 13,000px is too big, even halfing those values is still too much. You should try and keep the size below 10mb at least, maybe aim for 5-6mb.

I was never quite satisfied with the hair and the twintails in this version was the third iteration. I think you answered why things did not look right. I am good with feet, but not with toes, so thank you for your kind words.

The scan was at 1200 DPI, next time I will do 300 DPI.
