He's...inconsistent.

He was introduced as a legendary fighter whom not even Doppo could take on, but after his defeat against Yujiro he became a nobody for a very long time.

In the second Baki manga he got retconned into being a weapons user who's not that great at hand to hand fighting to justify his defeat against that fat fuck sumo.

The thing about Motobe is that he's not so strong, he's essentially Baki's Batman, he plans ahead and comes prepared to any challenge, but he's bad at improvising.

He's the only character beside Musashi actively trying to go for kills. Most late series fights have characters falling to the ground and their opponent just lets them get back up. Because the fighters are jolly and are usually having a good time. Even the death row inmates gave their opponents a few chances. When Motobe went in, he was no holds bar ready to kill Musashi the entire fight.

That's sorta the whole point of the arc. All the fighters hold back in a sense because they're not murderers or killers. Even Yujiro hesitates to kill an actual strong opponent because he doesn't want to waste them. However, if Baki actually went serial killer mode he'd be an unstoppable force himself.

If any character WERE to jump Yujiro and launch an actual attack, he'd be most likely to succeed. I know the whole tranquilizer thing is canon and all, but Baki has established that most sneak attacks and such don't work anymore because the fighters can sense killing/fighting intent and whatnot. Yes, but his strength hasn't been depicted very well.
Motobe is a weapons master than also practices jujutsu. When Motobe fought using jujutsu only, he lost embarrassingly to Yujiro and Kinryuuzan. When Motobe used weapons against Yanagi, he destroyed Yanagi. That's basically it until now, two very terrible losses, one very good win. Evidently Motobe is far more powerful with weapons than without them, he just only gets one match depicting this until he BTFOs Jack.
