No. Did you miss the entire scene? He didn't use Geass on the Thought Elevator. He specifically said he wasn't using Geass. He simply asked all of humanity what they really wanted. Did they want Charles' tang future, or to keep things the way they are with individuality, and all the pain that individuality would bring? Humanity, as a whole, chose the latter.
