Outside of series that have lesbians but no yuri tag, publishers still have a reason to avoid the tag. Look at all the people who bend over backwards to avoid calling Mahoako or Dragon Maid yuri. People clearly want to enjoy some kind of lesbian romance stories without the associations of being attached to the yuri genre.

Usually what I see is waifufags trying to argue that the lesbian romance is such a minor aspect of the series that they can basically ignore it or they think it's not serious to begin with. So even a series with lesbian sex and couples doesn't (or least begrudgingly) count as yuri to them.
