tl;dr is that it's just a big lump of fatty tissue on cetaceans' heads, used like a sound lens to focus/modulate vocalizations
if I'm correct in identifying the one in that webm as a beluga, then apparently it has a malleable melon that it can adjust the shape of at will

Belugas always seem so calm and curious, I have a hard time picturing them barreling through the cold dark ocean slurping up mackerels like the actual predators they are.

Remove food sources and nesting locations and the rats will vacate eventually.
Make take a few weeks or a few months.
Adding traps will apply additional motivation.
Afterwards, considerable effort would be required to cleanse and repair the building.
But this bloke would never put down the effort to do such a thing.
Far too lazy.
So lazy in fact, that he would rather move than try to reclaim his home.
