Technically witches could transform themselves into other animals too; hares seem to be more typical in old folklore accounts from my area, though I've yet to find any confirmation whether it could be done with any animal, or just certain kinds.
I suppose there's a vague parallel with Navajo skinwalkers (not to be confused with the internet creepypasta kind, which are a completely different thing), complete with a clear cultural distinction between their magic and "good" magic.
