Their motivations for doing what they do are both out of what choice will let them care or honor their beloved elder. They are more alike than you think, the movie is more morally gray than you want it to be, and I for one like that.

It's about the downward spiral. Both Mabel and Jerry kept going more extreme, to the point where they were causing active harm. You need to distance it a bit from the capitalist set dressing to get it. It's a man v man story disguised as a man v society.
Also nobody else in town had a problem with the highway so it made Mabel seem really out of touch with the needs of the town. Highways don't just get built for fun, they cost millions of dollars and use labor that could be redirected elsewhere. From what we know the town actually wanted it to be built and they loved Jerry for finally "getting things done". Mabel's also like that when she frees the pets at the beginning as if they aren't going to instantly die the moment they realize they can't hunt for shit.

The movie was funny, but the overall story was pathetically weak. They give too much grace to the politician actively trying to destroy nature without giving him no depth. This shit ain't Princess Mononoke no matter how many ghibli raising hair scenes Mabel has.

Highway is being built through some woods. Main character girl wants to stop it because she has an emotional connection to that particular bit of woods. Becomes beaver, accidentally convinces animals to kill the mayor who is pushing the highway project

That's the jarring thing about this movie, he's pretty likeable. It makes Mabel the outlier for hating him. They didn't make him an obnoxious asshole strawman. Dude is beloved by the entire city and cares for his mother
