So what exactly was the creative decision behind making the 2012 version of April both a half breed Kraang/Human mutant hybrid and then later the 5th (technically 6th if counting Casey) member of the team?

Given there's yet to be cartoon/movie without her, they wanted her to be able to do more than just be a damsel like the 87 cartoon. Might have gone a bit overboard with it, but eh, it's a silly series about giant mutant turtles, not like it needs to be deep with the ideas.

Wasn't she also more tech oriented and scrappy in the 03 show? So the mutant hybrid and telepath stuff was them having to already distance themselves from that and the damsel in distress. Explains why it's such an extra step in weirdness

A little, 2k3 April was definitely smart, since she was a scientist in that, at least in the beginning. 2k12 April was definitely them trying to make an April who could be somewhat on par with the team and somewhat involved in the dynamic, hence her being the youngest iteration (at least in the animated media). I think a lot of the problem was that they didn't flesh out all the key things about her.
Her being a mutant hybrid thing comes up fairly early, but doesn't seem to impact her much, which you think it would for a teenager to learn their life is a big science experiment. Didn't need to be a drawn out existential crisis, but as I recall, she fights out and the just basically acts like business as usual.
Her powers mainly just boiled down to have force push, and just shoving around some baddies instead of being something heavily worked into her kunoichi training. I think only a few times she did shit like telekinesis her fan.
Speaking of, she gets only a few decent fights, and then mostly just deals with scrub enemies. Pretty sure she never won against any of the major villains, even the ones that fell into the jobber role. Not that I'm saying she needed to be as great as the boys or anything, but for them to push her so hard into the narrative, you'd think she would have at least gotten a win that was all her own that wasn't her powers going haywire and shorting out someone's mind.

Can you blame Splinter? I enjoyed 2012. But the turtles were retards that caused 99% of the problems/villains.

Almost every TMNT series tries to make April more than just the damsel. Goes back as early as the Archie comic where Splinter trains her on the side.
