How do I remove this corroded ass hardware without tearing up my deck? I need to insert a piece of decking so I can raise the bench seat and fit a new fuel tank

It almost fits... I just need to take out the hardware for attaching me bench slip and insert some starboard under it. Can cut out a spot for the tank so it sits down on the deck.
