Is there a consensus on what is the ideal rise measurement for comfortably wearing high waisted pants? Sometimes when I want to tuck a shirt in I belt up above the waist but it can feel a tad precarious around the old meat and two veg, if you catch my drift.

There's no single measurement since all bodies are different
Just wear them up to your natural waist

What's the natural waist? Navel? Right bellow the navel? On top of the hip crease?

With high rise pants use suspenders if possible especially if you're wearing a jacket over, and go somewhere between belly button and natural waist. Much more comfortable than using a belt, but if you are only going to use a belt natural waist like >>18661615 said is probably your best bet since it shouldn't slide down past.

Where the waist tapers in the most, usually above navel but can depend on how fat you are and might be closer to the ribs.

it really depends on your body and how wide your trousers are
all my trousers are very wide and have a rise of 12-13 inches so i wear them above my navel, slightly below my ribcage
this is what i consider high rise
slimmer trousers will need a slightly lower rise so they dont look disproportional
