I'm not at all legally conversant with this subject but what's stopping every OS from replying with "we are withdrawing all support for anyone within California, any use of our OS within California is illegal" and then leaving Californian businesses and citizen users to promptly ignore the above?
I'm aware that historically state lawsuits can be filed against companies held in breach but I don't understand at what point they have no choice but to abide by their rulings, rather than saying "okay, we'll leave then".
