it's the type of thing that requires people being locked to a black box ecosystem and when it comes to free software it's just not happening unless you outlaw it. if someone tried to add it to systemd or some shit you could just fork it or better yet use any distro that doesn't have that shit
if you really need age verification (assuming this isn't being cynically pushed for privacy breaching) then ideally you should have age verification only for services you don't kids having access to, and if you need to go ham maybe do it on some proprietary browser and disable installing anything else with parental controls if you truly want them locked out of online content
the problem is that tech related laws, when not outright sabotage, are always made by people who don't really understand tech, which makes me wonder how many laws regulating other domains are completely out of touch and we just don't know it because we stick to the stuff we know about
