It's not about the amount of fabs, there is not actually a shortage of production, there is, ironically, an overproduction of RAM, which is why there are such high operating losses for RAM manufacturers as it's shown in OP's post. The point is that the costs are very high, but margins are razor thin in the customer market. People are smart and are shopping for cheapest prices, which means a company decision one or two year earlier will have massive effects on their profits later on.
So it's better to just cut your losses and stop making RAM for consumer markets. There is still AI market, so some of the manufacturers are keeping production, but AI market is much more stable, orders come in big bulk, many months or years ahead of time, so there is inherently less risk involved.
It's same with GPU, both Nvidia and AMD have pretty thin margins on their consumer tier GPU (which is why none of them release cheap cards) but again, if you have thin margins, you can't risk overproducing or you risk massive losses. But AI market is much more stable, wait lines are often 6 or 12 months long, and for example in case of HBM the orders might come even more than one year ahead of time, which make it an extremely stable market.
So, unless there is a monopoly or some price setting or government strategic supplies of RAM, RAM prices are not going down to 2024 levels. The production times just take too long for dynamic consumer market.

You're probably being sarcastic but I was surprised when I looked at the system requirements for the brand new Resident Evil game. It apparently runs on half a decade old hardware. Funny enough I read people had more problems running it on the 50-series because NVidya turned their back on vidya.
