Don't need to, I'm already on linux on other machines. The slow ram just isn't fast enough for the primary thing I use the machine for, games, mostly factorio. It'll work fine for other purposes however I need to replace this one so I no longer have to throttle my server just so this machine can keep up.

Games, occasionally VMs for stuff that's not worth a 24/7 cloud instance, rarely some software development.
It's not really that overkill given that the 9900x3d is just one step above the 9800x3d, which is the usual recommendation for high end gaming.
RAM is 64 gigs since I bought it before the mess and it was cheap.
Hoping to get at least 5-10 years on the CPU and RAM, with a GPU upgrade probably somewhere in there. Who knows if there will be an upgrade that's worth it though since it sounds like it'll be a while till we get new GPUs, and a one or two generation bump probably isn't worth the money.
