I like to keep an offline installer of my browsers for make it easier to setup my computers after a reformat, but Brave doesn't have an offline installer, only their web based.

Why is it so hard for software makers to just provide a direct link to an offline installer instead of having to rely on an online one?

Because Brave is proprietary software, it doesn't have reproducible binaries which means the "source code" is unrelated to the software and binaries. Brave is non-free closed spyware black box.

the online installer would be more desirable in that instance because you won't need to update after reinstall.

It is not possible ( https://github.com/brave/brave-browser/issues/5830 ) or if you "do this", the end result is not Brave and instead is some sort of Chromium mess unrelated to Brave.
