Social structure. Mediterranean cultures (includes latinos) are basically the next evolution after tribalism. Instead of fealty to a tribe (like arabs) they focus on extended family. This allows single families to control various levels of government and niche industries.

Since their family is locked into a social level, people have no incentive to strive so they become lazy and corrupt. Manliness isn't earned so the men obesses over gay peecocking. And this explains why they wouldn't want to get involved in a world war (their society can't handle it, just look at Italy) but also want to murder each other over small social changes (since it would reset everyones social position to zero and they'd actually have to earn status, so it's easier just to kill Diego next door to maintain the status qou).
NOTES: Social evoltution:
>1)Hunter-gatherer: Basically a lose confederation of 12-50 individuals with no real leader.
>2)Nomads: Lose mobile confederation of 30-50 individuals who wander around occasionally rally under a polygamous warlord.
