It was realised by the 1990s that the IRA wasn't going to surrender, and that they couldn't be completely rooted out. The new deal (to shorten years of negotiations) became

>if peace talks go ahead, and you agree to support an end of violence, you get to get out of prison

This is because many extremely influentiual (and often very capable) Irish political leaders were in prison due to their activities in or ties to the IRA. The idea was that if they agreed to use their influence and skills to help bring an end to the militarism, they could get out of prison. It's controversial and opposed by Unionists but it was a pragmatic move.

Magee himself was released in 1999 after 14 years in prison, originally sentenced to 8 life sentences.
