If you have plenty of other Muslims around you it is impossible to be a secular Muslim. Having other Muslims around almost applies a community type pressure on you to do your prayers, go to the mosque, stick to your fasting, etc. Everyone becomes more motivated by SEEING the religious around them.

There are many real world examples of this:

In Iran, they are all Zoroastrians, atheists, Christians, there's almost no Muslims left there and of course they are mostly Shia anyway so of course they are irreligious because they are surrounded by fellow irreligious people and non-Muslims.

In Somalia it's the opposite. It's impossible to be a secularist in Somalia since you have 500 other men around you every day encouraging you to be diligent upon worship and piety. Everyone is a devout Muslim, your neighbour, your boss at work, even the local bandits and pirates are absolutely devout and never miss a prayer.

It's the same situation in Indonesia or Egypt, nobody is missing their prayers or not fasting Ramadan since if they do there will be an entire community of devout Muslims checking in on them and ensuring they stay firm on Islamic practice and encouraging them.

However in Turkey there is a chunk of people who don't identify as Muslim at all so it's easy for a Muslim Turk to become like them and drink a soda during Ramadan and just blend in. Nobody is paying any attention since it's expected to half a non-religious segment of the populace.

In the UK ALL Muslims are fervent and devout, you will not see a single Muslim eating or drinking outside during Ramadan or missing Friday prayers, for example.

If you have plenty of Muslims around you, you will never become secular. It's that simple.
