It depends. In the movie industry, mostly in the beginning, a massive shitload of sketches are produced as quickly as possible to get a rough idea as to how things should look. There may be some light coloring, but that's if the producer or director sees potential in it. Look at any behind-the-scenes concepts from movies, tv or games, and you'll get the idea.

This might be unpopular opinion but I feel like an artist should be able to do many things from character design to concept art to background to illustration, anything that involves drawing something. If all you do is concept art, what the hell are you even doing in projects when it's past the conception phase?

In the type of big projects that require a concept artist you dont typically have everyone working on something at all times like some wagie job at a shop or in a cubicle, once someones work is done their work is done for the project

The correct answer is, there's no definite "conception phase" in game projects, well there sort of is, but the need for concept art doesn't stop after the early ideation and prototyping. Game development is iterative and they'll continue to need concept art until almost to the end when all the content is locked, and nowadays games tend to be live service with a post-release content schedule so they don't typically have a content/feature lock either.
All those post launch skins / new heroes / DLC etc. also need concept art.
