I consider character design to be reliant on problem solving besides "artistic quality", so with that in mind:

What is the purpose of the character? How do they act, like personality-wise? What is their main problem they wish to solve during their story/development as characters (assuming there's some sort of story to speak of)? The design should facilitate at least some of these kinds of questions

In a complete vacuum, I can only give more aimless criticism, but I do think the colors could be better, for a cartoon style, the colors seem to blend too much, like the beak-mouth-thing and the hair are adjacent and still have very similar colors, and I feel they don't go that well with the green
