"How do I get better at coloring."

You need to be focused on getting better at drawing. Specifically people.

* Heads dont tilt that far back

* Arms if one are on his/her tippy toes their hands wont reach the floor unless they are extremely flexible and at that point drawing it like that won't create the "all fours affect" you wanted to go for.

* The skirt wouldn't just fall down her waist like that

* The rendering is smudged and it's impossible to tell where the light is coming from.

* There is alot which goes into the "anime" head/face and making it look cute, learn how to draw heads and learn how to draw them flatteringly.

Learn how proportions work. Learn how far limbs can move. Learn the basics of light and shadow. Then and only then will you have the right to ask about color.

You're right about the neck but I can do that... granted I had to lose some fat and train moves like that before I could comfortably reach the floor. But I wouldn't call it unusually flexible. I'm not some young athlete. I see life drawing models do similar things.
Her spine isn't going to be arching backwards though. That's not a natural pose. That's like someone reaching towards the ground but trying not to touch it.

Surprisingly, the hands and feet are okay. I'd recommend improving your drawing first; the drawing itself is more important. But when it comes to shading, you're using too many values. Try using only two or three tones for shadows, and use the halfway to black method. Values are what matters most in a drawing; color and saturation are just finishing touches.
Overall, you're missing some fundamentals like values, shapes, and edges. I won't even mention the face because it's completely wrong. Try to learn something about construction.

two things i've heard really help by some of the older artists:

first thing is to find a color palette you like and copy that. This is basically the color equivalent to copying elements of someone else's art style, but I've seen it work very well. Just to give an example, egoraptor supposedly heavily borrowed from maplestory for his color palette

the second thing I was told was to try out different challenges. stuff like using a heavily limited color palette, using several shades of the same color, etc. This can help you think more creatively about it

the last thing i'd probably recommend is to have a very good understanding of color theory, especially complimentary colors
