First you must realize the scary bit is the sexy part

Nothing scarier than sex

If you're just drawing a regular female porn body and slapping some monster head on top, it will never be scary

maybe try to have the femme fatale appeal of sort
u can make the whole character design invoke a sense of danger
but also make it curvy maybe idk

Have it evoke both sex and death.

Scary should be the main priority, and then do what you can to make it sexy

Good question desu.
Idk, try to make her look sexy but at the same time like:
- She is sexy (This is the most important thing to keep in mind as if you do not it is eazy to lose it if you are not careful)
- She wants to kill you/would not mind killing you or is in some way not to be trusted. Maybe even an element of "won't kill you immediately, might toy with you or even have sex with you".
- She would not have a difficult time to kill or maim you at all. (The means don't need to be obvious but they can be)
- Apply whatever principles of horror design are outthere while keeping her attractive.

Monster girls are a good place to start albeit you would want to make them more scary looking. Should give you a general idea of where you can go wild with modifications and where modifications can make the monster loose sexyness.
Simply adding a deerskull to big boobs doesn't really work because the deer skull is kind of a boner killer, it's also a rather lazy approach and doesn't really blend the 2 concepts togheter.

Scary sexy designs are difficult to pull off as you do lose a lot of the "ooh look how gorey and ugly this creature is oohhh it's gonna kill you on the spot" or "ohh look at what fucked up creature this human just like you and me transformed into... ohh this could be you and it might be contagious" on which scary designs usually rely on. (btw yea, signs of disease are also a boner killer for obvious evolutionary reasons)

If you want to draw scary things, you must first learn to draw realistic. Otherwise it's not believable enough
