you have that backwards. babies and cartoon characters have proportionately larger heads and faces compared to their bodies. OP's pic has characters who appear to be around 5 heads tall so their ass cheeks take up roughly 50% of their height.

it's bad design, from a technical standpoint, not just a matter of anatomical realism. these characters would have restricted movement in animation and their body posture would not be readable from behind.
