BPD has an element of gender dysphoria. Once you say you have dysphoria no one can challenge it and they recommend the full gender confirmation. It's being over-diagnosed, and women with BPD isn't getting the core issues treated, and it's giving them something thye might regret later on.

One of the BPD DSM-5 criteria is "Identity disturbance: markedly and persistently unstable self-image or sense of self". This is the only criterium that I would say directly has something to do with gender identity.
There is a huge overlap between BPD and sexual abuse especially at a young age, and you do see every now and then that victims of sexual abuse make themselves deliberately less attractive in an (often subconscious) attempt to avoid revictimisation
