Boys, why do we hate this character so much? Aside from the obvious answer. She's a big bad monster when we put on airs but a small puppy everywhere else. Courting her is consequently either like wind blowing over grass or an ant trying to seduce a troll. Masochism and counter-masochistic sadism devolve into the same self-indulgent monkey business. Who knows how many times we've ripped her apart like a pack of wild animals only to come away just as hungry.
Look at the OP for instance, a repost from a different thread and probably disingenuous but we're in a cemetery anyway. Man can't even call her a Youkai with a straight face. It's the one godforsaken trait she has, the single part of her character that has any solidity to it, and he treats it like a point of shame, like he's abused her into submission so he can pass her off as just another woman. Women, unbelievable things.
I've been stuck in this pit for the better part of a decade and the place reeks. You can count her decent devotees on half a hand. Most of her dedicated artists turned traitor or gave up or went crazy or would be better off if they stopped entirely. I often wish I could get out like they have.

Design-wise it's hard to say. Skirt is cuter than pants and short messy hair is fantastic but bangs covering one eye is unbeatable to me and its criminal she had that for one game only.
Character-wise there is 0 question, Windows is the only one that really develops it. Since she keeps getting called a guest character she might as well be a meta entity and the point is moot.
