I am of the opinion that this is how we can divide Touhou games into arcs / eras currently
>Touhou 1-5, the PC-98 era
'nuff said.
>Touhou 6-9, the Classic Windows era.
The games don't really have a consistent plotline, but they have a similar feel with each other. They mostly laid the foundations of Touhou's modern era.
>Touhou 10-13.5, the Religious Wars era.
All games either have something to do with Moriya shrine or some other religious organizations.
>Touhou 14-16.5, the "New Threats" era.
This is definitely its own era in terms of continuity. Same characters appear throughout different games, a war with the Moonies happens, there's a youkai uprising, a third sage finally makes her appearance, and Sumireko shows us a threat from the outside.
>Touhou 17-20, the Conspiracies Era
There are a lot of conspiracies throughout the story here, starting with 17. There's criminal yakuza-like organizations trying to take over the surface, Tengu make their own moves, and Moonies get protags into trouble once again. There also seems to be some level of satire on things like NFTs and AI.

I honestly feel you can divide that into post and pre PMISS rather than really being about hte religious wars. Either way, 12 saw the single largest shakeup to how Gensokyo was written.

PC-98 is the lost history era and best era and canon and Mima is a real character that exists.
EoSD up to UFO is the classic era.
Hisoten is Hisoten. It's weird.
DS and GFW is the modern filler era.
TD to ULiL is the proper modern era.
LoLK to SFW is the silly era.
UM to FW is the current "I don't know what the fuck I'm doing anymore -ZUN" era.
