I think they're supposed to be wetsuits under their clothes.
Makes kind of sense if they use those hoverboards to "surf" on water.
But I guess just giving them the equivalent of a body suit without anything else felt like too little so they slapped some tropical-ish clothes on top.

The boy also has a drawing gloves for some reason.

Her clothes have the waist higher. It's not really form fitting but still tells you that she's a grill making her hips look bigger and her upper body smaller.
I guess eyelashes and bigger eyes are also there.
