Yeah her management has gone out of its way to make her online events worth it, but I'm not sure how you mean she's difficult to meet.
She hasn't done much publicity since leaving Charlotte, I think the recent calendar event was one of the only in person ones, but she was constantly made available in her time with the group. Literally every single show had after-perks for cheki, handshakes, autographs. Every single show, no matter the venue, no matter the size of the crowd, for years. Plus LjusPro had the members do a handful of all-day photosessions for fans as well.

A lot of the younger idols aren’t interested in gravure, or their fanbases would hate it if their idols do gravure (think Parutan), leaving a major gap within gravure. They were the first to notice that someone could step in and become this gen’s major gravure model. That's true too, someone saw a market gap and saw Luna in the right place and time. Probably a relief by management to have a girl that really enjoys gravure and wants to keep doing it... Before her, there was Aika and Hina of course, but the appeal of an actual idol vs girls who only do photoshoots is way too broad to ignore. Even though Luna is probably done with idol life, she enjoys writing her own songs and playing the guitar, so don't count out the possibility of her continuing on in making something someday... Whereas Aika, who also loves gravure, is just too mismanaged and is seemingly left alone by her huge agency HoriPro, and Hina seemingly never cared all that much for gravure as a true career path (her dream was always fashion modeling). So to have Luna, who has the idol-appeal, has the Miss Magazine name, and the love of gravure, while also being the singular jewel of a nothing agency that isn't taking total advantage of her profitability (i.e., Aika and inCENT).
Lots of factors, but I think someone may have sat down with her and told her, yknow, there's this appetite for someone like you, so all you have to do is grab it.

Well in gravure, the backing of Miss Magazine is pretty huge, usually at least one of the girls from a given year will actually go on to succeed in entertainment. If you remain even slightly popular after the contest, you're always able to appear in magazines regularly.
Even in MM though, she was a total dark horse nobody expected. She was dead-last in the SHOWROOM stream rankings having done almost none of them, to the point Japanese wota thought she wasn't taking it seriously. She had a dorky lil bob cut and wasn't too impressive in the runway intro. But her gravure shoot still captured her "it" factor, and I think it ranked closer to the high end of the 16. And in the end she was named a winner of a jury special selection, meaning that someone in charge had the right eye for her, someone knew what she could be. It was a big upset among some of the girls who didn't make the cut, I believe Nakamura Rena was one of the better ranked girls who didn't get shit.
And from there she just focused on the underground idol career, and caused a buzz every time the Miss Maga girls got reassembled because she kept seeming to level up her appeal constantly.

Hell you should sign up for her new fanclub, it's actually a reasonable price at 11,000 yen for the year or 1000 a month. I'd do it if I had the right kind of card.

Yet they were ok to be competing. The Showroom rankings often don't mean anything in the end, that's why the Coco fans lost their minds when she lost.
And c'mon, industry plant? From LjusPro? MM has plenty of Zeroichi and Sun girls involved every year, don't you think the majors would be the ones planting and not a nobody agency? Platinum too, or plenty of top contestants join PlatPro right after the contest.
Anyway, even if Ljus did pay off the judges (doubtful), who cares? You really think an ugly duckling 15 year old was sleeping her way to the top of... The underground idol scene and a nothing agency? For a consolation prize? C'mon dude. I find it much more likely that one of the judges was simply an unshakeable supporter and got the rest to see his vision. Or do you seriously think Luna doesn't have an unquantifiable quality in her gravure that speaks to the soul?
