Ryukishi deliberately wrote him to be as monstrous as possible to the point where he'd probably be as inhuman as Okonogi or Nomura and her employers if he wasn't just a petty crook.
His entire redemption arc just doesn't work because we already saw more than enough of his character through his own thoughts to know that he's just a loathsome and irredeemable person.

What helps Takano is that she's portrayed as a pretty pitiful woman throughout. And at the end she signs off on the deaths of hundreds of people but only in her capacity as a cog in a bigger machine, a machine that spits her out when she's no longer useful.
Teppei is going to have to suffer a whole lot and be humbled in order to put his character in the beginning of a redemption that not everyone will accept.

Everyone in literature has a road to, if not complete redemption, then a partial atonement and humbling.
Especially in Matsuribayashi when she was stopped before she even went through with the worst of it. Only someone like Rika who could see other timelines could even understand and offer forgiveness to sins yet to be committed.

I'm going to hold off on the personal moral call because I'm not feeling the call of the fifty post ethics debate today. I'd rather explore if the reader can sympathize with her to the point of understanding (not complete forgiveness). Let me propose a hypothetical. If the reader was the jury, would they withhold the death penalty? Let's say the prosecution laid out all your points and all her crimes through the story. Then the defense explains the whole sob story about her childhood mistreatment and insanity. Then we'll get a bit fantasy with it and the prosecution goes into Takano's "potential" crimes of mass murder in other timelines. Then the defense shows the "potential" punishments she went through in those worlds while also pointing at her place in the organization that while being a shotcaller wasn't even near the top.
Finally the defense brings up the possibility of her being under the influence of the syndrome, her scratching her neck to muddy the waters.
I believe that many in the jury upon witnessing her last remorseful pleas would be willing to stay the death penalty as long as she serves a long sentence. Of course there are always people like you who understandably will feel like a criminal shouldn't get away at all with brutal crimes regardless of the extenuating circumstances. I totally understand your point.

Additionally to your point I believe there's an emotional difference most people will feel between the torture of a child and torturing to death an adult. Let alone a baby rapist or a dog killer. Takano is technically worse but what Teppei does is more visceral and unforgivable. Even if let's say Takano was a man (you're not wrong to at least be suspicious of motivations when judging between ugly men and pretty women) what Teppei did is to most people more disagreeable. We can see this kind of thing in the prison system all the time for instance, there's tons of killers and even torturers in jail but it's the child abusers that get killed no questions asked. People on the outside even cheer this on.

I want to cut Ryukishi some slack here, it's not like Takano is getting completely forgiven like it's some shounen. She's getting spared. At it's heart Ryu is trying really hard to tie in the notion of sacrificing one for the sake of everyone. He wanted to tell a story of overturning human sacrifice. And even loftier a story about how to wash away sins universally, almost even in a Christian sense. But that's where we get the trouble, mercy for the criminal is cruelty to the victim.

Anyway I don't think Takano in the story is fully forgiven. Ryukishi wanted to spare her from sacrifice in a very religious sense, and only present her sympathetically as a broken woman at the start of her atonement journey. Sympathy isn't necessarily forgiveness but I can see how it could bleed into it.

Nah no need to concede I'm just playing the literal devil's advocate. I really loved Matsuri and the passionate way in which Rika caught the bullet intended for Hanyuu then preached down to Takano. But I'm pretty open to your criticism, I often despise characters that get off lighter than they should but not so much in this case for some reason. The main point I forgot to make however is that while Takano wasn't completely forgiven, just shown sympathy at her lowest. While Teppei IS actually granted a full forgiveness in shitsugou. Takano didn't do it "just" for the sake of it either. Heinous as her actions are, there's at least some scientific merit in it, and the lack of anesthetic thing is only in the manga to my memory.
Plus, I don't think she would've even come up with the idea if Okonogi hadn't suggested murdering Rika's parents first. She's more of a follower than she imagines herself to be and her worst deeds are all spurred on by others seeking to take advantage of her, unlike Teppei, where it's all him. The only nasty thing I really remember Takano doing just for the hell of it entirely of her own volition is spreading her occult stories to people she should clearly realize were already going mad (it always backfires and either ruins her plot entirely like with Shion or makes things harder like with Rena), but that's a relatively minor thing compared to the other stuff she does.

Like, I'm not saying that Takano isn't a huge piece of shit, but just that she's only like 95% evil and there's actually sympathetic motives that humanize her and allow room for a forgiveness resolution, unlike with Teppei, who is written to be 100% evil at every turn with absolutely no room for forgiveness, which is all Ryukishi's own doing.
