Virginian here. Originally Virginia was one large state, arguably the most powerful one in the early days, definitely the most powerful southern state. Despite Virginia being the MVP of the confederates, a lot of Virginia didn't want to secede, and the vote for secession was actually done on a county-to-county basis. West Virginia was formed from the counties that wanted to remain in the Union. After the war this separation remained in place. West Virginia is almost all mountains, Virginia only has mountains in the west. The center is mostly rolling hills and the east is largely flat and coastal. (this is of course an oversimplification for brevity's sake). Despite the different geography and thus economies, the two remained reasonably similar culturally until the mid-20th century.
This is when the big change in Virginia began. Originally Washington D.C. was conceived of as an administration center and little else. It was in the center of the country (at the time anyway), with the logic being that putting the federal government in an established city like New York City, Boston, or Richmond would give one state too much power over the others. However, the world wars saw America's federal government expand significantly, not just in power but specifically in manpower. More and more agencies were being formed, and that demanded people move to DC. But DC is small and not a state by design. So people from all over the country moved to counties adjacent to DC to fill demand. This has resulted in Northern Virginia becoming very different from the rest of VA, and with how dense and rich it is, NOVA has disproportionate influence in state politics. NOVA isn't the only blue part of the state, but their finger on the scale makes all the difference in local elections.

See the compromise of 1790. (((Hamilton))) wanted all of the Revolutionary War debt federalized. Jefferson and Madison were against it because it involved giving bonds to (((rich speculator))) who were friends with (((Hamilton))). Most of what (((Hamilton))) did involved trying to use bonds, the federal government and central bank to send funds to the rich. after the revolution a bunch of vets sold their bonds? contracts to be paid? to the rich for pennies on the dollar and (((Hamilton))) made sure his rich speculator buddies got paid full face value for those bonds.
Anyway they moved the capital to Maryland in exchange for the federalization of the states' war debt and then Jefferson or Madison later regretted it because they figured travel would become easier so a southern capital wasn't really worth it

But saying we were "given" DC as a concession isn't accurate, give our ancestors a bit more slack, the south might have been agrarian, but it was an equal partner. The Virginian Dynasty of early presidents wasn't a consolation prize from the northerners, it was a genuine reflection of the power and prestige that state once held. Now it's a satrapy of DC.

The whole thing with Arlington is that when Washington picked the site he wanted Arlington to become the port of DC, but Baltimore is so close that never actually happened and nothing was ever built by the feds in Arlington so it just became a shithole city that was only used as a slave selling port so DC gave it back to virginia in 1847 and then banned slave trading in DC because they thought selling slaves in the capital was a bad look. They aren't using it for any federal buildings so it would be just more of DC city to have to manage and it's kind of dumb all of those faggots moved to DC to do crime anyway. 18 USC 922(o) (the Hughes Amendment) states:

WV is using section 2(A), where states are allowed to make transfers, and those MGs can be possessed under the authority of said state. The bill establishes an "Office of Public Defense" which would sell MGs (including, but not limited to, "AR-15/M16-platform, M249-type, and MP5-type Machineguns") to the public through the State Police barracks. There will be a $250 markup over whatever they pay the manufacturers, and transfers would go through the office with a $275 fee (except for handing it down to heirs). Because this is an LE transfer, it would be on a Form 5 instead of a Form 4.
Legally, this is very interesting. Bondi had endorsed a similar theory in the FRT case (that government could transfer post-86 MGs to civilians directly), I don't see any core reason why there'd be an issue. The bill doesn't say anything about residency being required, so other states' residents might be able to buy them. They'll probably stick to the listed platforms first to stay above board (given how some departments have gotten in trouble over spurious law letters for posties. Given that the WV legislature is supermajority GOP, with a GOP governor, I suspect this passes easily. Whether the ATF plays ball is another story.

Being able to maintain a reasonable level of 'subterfuge' (relatively speaking) and element of surprise is really vital. There's also a level of cost, not all of them necessarily make the money they want, thus a weapon which isn't too big of an investment, so that it doesn't hurt if they have to destroy or ditch the thing and replace it, has an advantage.
An actual belt-fed support weapon would not fit easily into any of these paradigms, but classic cheap pocket guns, used handguns, and shotgats do, while the Turbo-Glonk is an agreeable Goldilocks Gat for many of them.
