It wasn’t even a production airframe, it was a very early version on outdated software. f-15 took decades to reach parity with the f-14
the f/a-18 in its original configuration was superior to the f-15 at the time. f-15 didn't need to be the best and certainly wasn't because the navy had ballistic anti ship missiles with ranges over 300nm to deal with. the success of the f-15 prior to the 1990's was due to combined efforts with ew and aew planes while f-15 was just a missile carrier. it could've been any plane carrying those missiles.
