I think each game has clear winners but most are fun enough that I'll choose to use suboptimal weapons for fun.
Halo 1: Plasma pistol is clearly the strongest weapon but it's fucking boring. I only use it on truth and rec cos that levels too goddamn long.
Halo 2: plasma pistol and br, plus all the beam rifles the game throws at you. Necessary for beating it on legendary, still a miserable experience.
Halo 3: Honestly the whole game is easy as shit, you can use whatever you feel like. Cortana requires swords and camo if you don't wanna pull your hair out but that's it.
Reach: This is the only one where I fully agree with you. Plasma pistol and dmr stomp and the rest of the sandbox isn't interesting enough to make up for the power gap

Balance isn't a requirement, maybe not even desirable for singleplayer because you're constantly burning through ammo and looting new weapons.
Having to press a piece of crap into service or finding the rare magnum is part of the fun.
(Even in multiplayer you still want there to be The Good Weapons people fight each other to get, but instead they basically just made the magnum OP and let everyone have magnums)
Most of the guns were at least situationally useful, and the level design usually puts them in the places they're good for.
Like the assault rifle was hilariously inaccurate but there was a close enough range it would do something at and it was efficient at making flood jellyfish evaporate.
The needler felt like a joke but a magdump of needles will make an elite explode if you're forced to use it.
I underrated the plasma rifle as a kid because I didn't realize it had a stun effect, still beat legendary.

Halo 3? I thought it was in Halo 4. I rationalized that it came from this huge human ship that had crashed. It was something for moving cargo in the ship's hangers that they repurposed for transport on the planet.

Halo three featured the elephant on a multiplayer map, showing it's a logistics vehicle / mobile HQ.
The lore had the "Gun Elephant" which was the UNSC trying the stupid strategy early in the war of trying to like-for-like compete with the covenant (i.e. the Scarab) and finding out how fucking bad an idea that is.
Halo four had the UNSC look at the failure of the Gun Elephant and say "what if we made it four times the size and even less maneuverable with basically the same firepower as the smaller version".

Probably, Id say H1 is the only must play in the series though. It still holds up very well and was a pretty impressive technical achievement for the time if you value seeing how the fps genre developed. Id say play Doom, Blood or Dick Kickem, Quake, Half-Life 1, Halo and then we're pretty much where we are today

If you go into forge mode and fill it up with fusion coils, and set the object respawn timer to instant on them, you can blow the up and set off a chain reaction that sends it up into the air and flying around the map while blowing up constantly.
It’s things like that why Halo 3 will always be the most fun multiplayer game.
