I fully believe the Kuwaitis got the F-15. Still it'd be interesting to know which planes were involved in combat.

In the past, warfare was such that only the generals really needed to be smart, and not even very smart, just a bit smart and bold, and the rest of your army could be entirely composed of retards. So long as they were courageous and good at swinging swords, they'd do fine. So Arabs had no problem. But as time passed, not only did your generals need to be able to plan more and more and understand ever more complex battlefields, while the increasing complexity of warmachines and armies required ever increasing numbers of intelligent people in the military. So Arabs started eating shit, since intelligent Arabs are rare.

TL;DR is that nepotism (officers are made up of sons of important figures, not the best lesders), and job security fears are rife through it.

If someone is good at something, instead of training up the others to their level, they hide it and keep it for themselves.

Unlike western militaries where you are expected to get promoted and are expected to not only train for the next position that gives that rank, but train those below you to eventually replace you.

For example, as an E-5 FCC i always trained my airmen to become FCC's eventually, so when I got promoted they could do my job.

I doubt they have a choice. Their Tomcats have very old airframes, all their other planes are dogshit. Also they could use Su-35s to fly a short flight in a mountain valley, flanked by soldiers with manpads and sams on the mountaintops, launch a bvr missile guided by other radar sensors via Beidu link to hit a jet 80+ miles away. If I was an Iranian airforce general this would be the ONLY offensive airstrikes I would authorize.
