Do you think a Gundam series without a main character could work? Each episode is the perspective of a different person during the war or series of events that currently happening. It will be 20 episodes only.

There have been plenty of anthology shows that managed to do that in a ~40m format. Half of that would be more difficult, but it shouldn't be impossible.

Maybe it could follow a family. Dad is commander, Son is a guy who makes mobile suits, daughter is a pilot, other son is another pilot on the other side. see how each of their actions and the war echo out to each other. None is the main, but we have some stakes in what happens.

You'd have to structure it differently.
In a way it wouldn't really be a single story, but rather multiple stories happening in the same place, with a larger overarching plot that links them all together.

Perhaps you could do it like how the first volume of Kyoukai Senjou no Horizon did and basically its different characters' perspectives and what happened on their side when the grand plot around them is happening. Difficult, but it could work if you are able to link it all together.

IGLOO 2 did that already, but what I'd like to see is one where the Gundam IS the protagonist and it keeps getting passed around to different pilots, kind of like how it was with Wing Zero when it first showed up in the second half of the show.
