I mean technically speaking I think the actual conduction of and decision to begin the war was on his kids and not him. I'm not excusing him, mind you, but so far as I know by the beginning of the war he was, like later in the series, mostly just responsible for acting as the sovereign of Zeon rather than making any significant political or military decisions.

Gihren at least has a goal in mind and cares for his siblings enough to get pissed at Degwin for not caring that Dozle died. Degwin just seemed to take Zeon over so he could sit on his ass and play at being a ruler without doing anything.
