Gokaiger was simply really lucky, aside from being written by one of the two best tokusatsu writers of all time and getting producer who's so competent a budget allocation allowing for consistently amazing action, the 2011 earthquake cleared everyone's schedules allowing one actor from each season to come back. The original plan was for them to only feature a few returning actors but ultimately this ended up opening up the opportunities for doing this, it also helped that episode writers Shimoyama and Komura have seen every Sentai entry.
Now compare that to Decade where the producer and writer had so many disagreements that the writer just straight up quit resulting in an impromptu final arc by another writer and the final form got introduced when they didn't have a head writer, only made worse when the show was planned from the very beginning to be a shorter show that would end on a cliffhanger. Then you have Zi-O where the actors weren't free and the producer basically gave up in the beginning resulting in the vice producer and director making really bad decisions early on, then the show temporarily improved once the producer got more involved and the writer started having more freedom only for said producer to walk everything back because he wanted to earn more money so the show just kept being messy regardless.

The Gokaiger were great as they were, the anniversary stuff was just a bonus. They could have just been themselves and the ultimate treasure could have been anything else but former Sentai powers and it still would have been just as good. Z-io and Decade meanwhile were completely tied to previous Rider stuff and didn't have much going for them besides that. The Maoh stuff probably wouldn't have stood well on it's own. In Gokaiger most of the cameos were afterthoughts, while ZiO was basically being written based on which Legend Rider could show up. The few episodes of ZiO that actually made use of the returning characters ie: the Kabuto episode did pretty much trump most of Gokaiger's cameos which were meh outside of Hurricanger.

Like for example in Zenkaiger they immediately settled on not making it crossover focused and it worked in their favor, the problem with the show is that the writer despite entering this career path due to wanting to work on Sentai she just straight up sucks at writing teams, I can't help but feel that they wanted Kobayashi for this but didn't consider her due to being soft retired
Then you have Gozyuger which has a producer that cares but a writer that doesn't, so while both had at least similar vision in tone they just hardly planned anything properly

To be fair, Gokaiger didn't haven't much of a story to write home about either. It was mostly carried by its cast and the setting was general enough that they don't need to worry about telling a grand story.
Decade got fucked over by the Parallel Worlds storyline since it meant they need to come up with a new setting every two episodes and the whole "Destroyer of Worlds" thing that they only explained in the movie. But even then, the characters still ended up being the best part of the show.
Zi-O also got fucked over by trying to tell this grand time travel story about a boy becoming a demon king, but they couldn't plan out a proper story because they needed to keep things flexible to account for whichever returning actors they can get

Going from memory so I might be wrong but basically every Toei toku gets their pre-production supervised by two executives, they usually don't do anything beyond saying "yes" but for whatever reason with Gotchard they decided onto the setting and gimmick of the show. We don't know if it was due to the producer being legitimately that incompetent, if it was because he didn't want to make Gotchard since he was pulled from another project to make this or if it was that the executives didn't have faith in him due to being new but regardless he felt more detached from the setting than an usual producer, pretty much the only ideas he came up on his own was the secondary rider being a girl and Gotchard being a Train Hopper due to the popularity of the original season, Den-O and Zero-One.
Then when the first draft of Gotchard's script and setting document was shown to the two executives they fount it lacking due to originally not having a villain organization and had Hasegawa who the producer had hired as an episode writer to serve as co-writer instead where he came up with the 3 sisters. When formal production started the producer would limit ideas of the two writers out of fear of censors, originally the first writer Uchida wanted to make more use of the school setting and Hasegawa wanted to show to be darker, ultimately the disagreements between the 3 caused the first quarter to be aimless.
But from the second quarter onward they finally had a proper direction thanks to the show vice producer who brought a third writer due to the first two not knowing how to handle Rinne which resulted in e ah writer focusing on each main character, with the first focusing on Hotaro, the second on Spanner and the third on Rinne.
Lastly the head director of Gotchard despite being one of the most prolific Kamen Rider directors he's infamous for removing plot relevant scenes in his shows, in this case he removed the backstories of Geryon and 3 villains of the show's final arc.

Ultimately I want to give the producer a second chance since he might have been too scared since it was his first show, him and the vice producers were basically promoted earlier than expected because there was a producer scarcity at Toei due to several of them getting demoted, and had been wanting to make a Kamen Rider show since he was a highschooler so I can kinda get him being really scared of fucking up. He was demoted after Gotchard but everyone is expecting him to be promoted again next year due to the scarcity and his work as a vice producer for Zeztz has been hugely praised by the rest of the show's staff.

Rinne was more relevant than Supana. She starts getting fleshed out much earlier, her dad is a key character to the plot, she has much more of a relationship with Houtaro than Supana does, she's tied to the leader of the Sisters who often creates schemes solely to get back at her (the whole kidnapping of Sabimaru to turn him into Dread was one of said schemes), and they also tied her to one of the Dark Kings just like Supana. Hell, Supana's character initially sorta revolved around her before he moved on to Kyoka and Lachesis.

Supana mostly exists in his own bubble, while Rinne is joined at the hip with Houtaro and is part of the "main" group of heroes so she gets to participate in the episodes' A-plots much more often than Supana does.

I think this is going the Geats route where they're introducing a bunch of new enemies to pretty much stall the conflict against the big bads until the last few episodes. Sieg and the new OP Nightmares will probably be the main threat from this point onwards until either Zeztz's or Nox's final form debuts, and outside of an intermission so that Three can show his Code:Somnia power-up off, CODE won't make their big moves until the last 10 or so episodes.

I would be surprised and worried if the Nightmares end up becoming the final threat instead though, given how little their individual faction has been built up so far. And I really doubt The Lady will end up being the final boss given her background and current situation.

I'm guessing the final boss is just going to be Zero. He only teamed up with Gotchard once back when he was a Rival, and every other time he fought it was just to get his ass kicked by the enemies. Both Uchida and Hasegawa wrote Rinne-focused episodes before Akiko was brought to the show in Q2 and each writer was finally assigned to an specific Rider. Akiko also has more post-Q1 writing credits than Hasegawa does, which means Rinne has more focus episodes than Supana does.

A lot of people did compare Ace to Tendou when the show first started, but the difference there is that Tendou was arrogant almost to the point of parody. It was even pointed out in-unverse how a lot of his grandmother's philosophy was nonsense. There were times where his attitude is either thrown back in his face or shattered, revealing that a lot of his "path of heaven" shit is a front and the only things he's actually good at are being Kabuto and cooking. A lot of characters openly dislike him because of his attitude and we see that he has few actual friends outside of Kagami.

Their future doesn't change no matter how much they fuck shit up in the past, so what Beroba said seems to be the actual explanation. The only time a change in the past affects the future is in the V-Cin, but even though that change should've completely undone their fucked up future, the future characters are still around like nothing happened. They do have something, but they won't do it until it's way too late and their operations are seriously compromised. The Vision Drivers are even worse in this regard, they have a fingerprint authorization for the Rider transformations (which any future person can bypass by just copying one of the staff member's fingerprints and pasting it into their own finger) but there's no safety measure at all for the function that allows someone to get access to the wish-grantng Goddess, other than needing to have both belts in their possession.

It's weird but from what I've seen despite her parents being part of the cult Happy Science and not allowing her to go out much she didn't officially join the cult until she found out her boyfriend was actually married and committing an affair (also suspiciously her boyfriend dissappeared for 2 weeks 2 years after this controversy became public, the other members from the band he's part of Kana-Boon were able to find him but he left the band shortly after to seek mental health), after that her actress became depressive, joined the cult, changed her name, canceled the contract with her agency causing several of her acting roles to be recasted and only started acting in films backed by the cult. She now quit acting all together and became a nun for the cult.
Also about the sex ring it was ultimately never comfirmed whether the cult was directly involved in the prostitution ring, just that the director Sion Sono would coerce actresses to sell their bodies, would get some his actors involved in it such as the actor of the Cassis Worm and that given the time frame some of the victims gave its highly speculated that Yuki's actress was raped since one of the victims wasn't from a film of his and Yuki's actress was in the same movie as her at the time.
