If she didn't want anyone to look up her skirt she wouldn't have made it this short. Like all the other Shadowbolt uniforms it's a form of mild teenage rebellion. Something along the lines of "How can I make this as annoying as possible to Cinch while technically not violating the school's uniform code?" She tested it thoroughly, gradually reducing the skirt's length by simply wearing it higher than usual until she was called out. Then exploited the rules by covering her legs so it didn't technically count as exposed skin, but specifically used tights that didn't cover the whole leg so it didn't count as hosiery either (which would disqualify it from being worn with a skirt that short). This resulted in a technical victory over anyone who concerns themselves with students upholding proper uniform in school. Sugarcoat's uniform is making a statement like "by all means, DO try to argue with me about it, see what happens", it's an attire of one who can't legally be touched.
So do look up her skirt. Make sure the teachers see it too and give her a reason to complain to them about it, as they silently seethe that they can't argue that she was the one who made the skirt "too short".

Yeah during like, the year or two after seeing the special for the first time.
No offense, but harping on it all these years later like it's a brand new eyebrow raiser says a lot more about the poster than it does anything else in my opinion. Hell I even thought and still think it said more about the poster back in 2018 too.

Seeing she didn't even appear for Dance Magic, I'm guessing she serves as no different to another background character as far as the staff is concerned.
It's a shame, she's 2nd best girl.

I always interpreted it the other way around, like, I always thought it was as if the staff recognized that people had noticed Indi's unexplained absence in Dance Magic and that's why they put her in the foreground in a “visual” scene (like, it's not that anything was happening at that moment, no one was talking or anything, it was a scene to set the mood and introduce the park).
Obviously, I have no proof, it's just that her presence seemed so random to me that it must be intentional, especially when all she's doing is talking and yet she still appears in the foreground
