Based on the very limited time we have to see Griffonstone in the show, the primary problem is that there's no government. It's total anarchy, a shithole with no one keeping law and order or providing public services. There is economic activity (Gilda had to get those scone ingredients somewhere) and griffons do still live there, so this isn't a totally hopeless endeavour. You just need to figure out how to get an entire race to flying apex predators to listen to (You) long enough to get their shit together. As to how, I'm thinking something like

>use those gibs to start up a protection racket in the city
