To play on the server you need to install Garry's Mod.
(For Linux users please check the "LINUX Guide")

1.Enable the 64 bit Chromium Beta (which improves performance and allows extra features such as the media player to work.)
Steam > Library > Garry's Mod > Betas > Beta Participation > x86-64-Chromium + 64-bit binaries

2.Subscribe to the addon collection.

3.Download content packs: HL1:S, Episode 1/2, TF2 content and CS:S content+maps. OR DOWNLOAD THE GAMES THROUGH STEAM AND MOUNT THEM IN GMOD.
DUE TO A RECENT GMOD UPDATE YOU DO NOT NEED THE CONTENT FOR EP 1 AND 2 AND CSS ANYMORE except for the MAPS and certain audio files.
You STILL NEED CSS MAPS and the HL:Source content if you DO NOT have the games mounted. Sub to it below:

4.Apply the CEF codec fix to allow support for Youtube and other media sources.

To join add 51.81.49.44:27015 to your Favorites in Multiplayer > Legacy Browser.
Password: >filename.

To see server specific commands, enter !commands in chat on the server.

To start a gamemode/map change type rtv in chat.
Current gamemodes are: Sandbox, Death Run, Dropzone, Extreme Football Throwdown, Fat Kid, Hide and Seek, Horde, HL1 Co-op, HL1 Infected, Lambda(HL2 COOP), LVS Tournament, Mapsweepers, Open Virus, Overwatch, Prop Hunt, Quake 3, SledBuild, The Stalker, Trash Compactor, TTT, Zombie Survival and Zombie Master.

If it’s a Steam problem, you may want to use the Steam client beta. https://help.steampowered.com/en/faqs/view/276C-85A0-C531-AFA3

But I guess this means if you’re already using the beta, you should switch back to the stable release.

Try going without the CEF patch and reinstalling/verifying files. And ya using Windows or Linux, for expectation of OS?
On the side, if it's a pirate gmod, going from the error, I don't think it can connect to servers.
