I'm in a bit of a weird situation after checking a car i want to buy out and meeting the seller, but I'm not a mechanic and am not sure what to think of it and want some insight. I did ask two mechanics already what they think of this and got two different answers, so I still want some more input.
So here's the story: I'm buying a Skoda Superb, find a really nice one online 2018 year with 147.000KM mileage, 2.0 Diesel 150HP, manual gear, everything I wanted. Seller states in description that there was a major service done due to water pump leaking, bit of a red flag, but thought to myself "okay, that's a bit early", but then again I had major service done on my Octavia due to same problem at 150.000KM.
I go and meet the seller IRL he seems like a nice local dude, just wanting to sell the car. As a non mechanic I just notice some scratches on the body of the car, but nothing special. I test all functionalities inside (buttons, lights, AC, seats,..) everything's is working. Car is more or less shinning and looking like new. We check the engine, seems okay. We talk some more and everything's pretty much fine, tell him I'll come back next week so I do a test drive and he says not problem.
After the meet I come home and check the car history on carVertical and it has become obvious this car was sitting in some dump broken, until someone didn't import it, fixed it and is now selling it. Seller sold me the story that car was used as a job car and was nicely taken care of.
From the carVertical pictures it's more than clear this car must of had some serious damage underneath on chassis and was sitting in some car dump for some time collecting dust.

My question now is, should I give this car a go if I take this car for an optic check and check everything else at some legit mechanic shop?.. and it turns out everything was fixed good and is in good shape and ready for new mileage? I feel like I can lowball this seller now that I know the true history of this car and tell him I still want it, but that I checked the history and want to make sure it's actually in good condition. Am I retarded or is it worth a try?
What I also find interesting about this story is that this dude first went to Porsche dealership and the dealership was glad to put up this car for sale, I assume they saw the carVertical history photos. In my countries car history registry (not carVertical) I can also see it passed the technical inspection in 2022 without any problems, this was after the car was imported and fixed. So it does look like it was fixed okay, but still, want to take it for inspection myself. Seller said he wants 14k€, could go a bit lower, but after all of this, I'm really thinking of taking 11k€ with me next time and if it passes the inspection show him the money and it's going to be take it or leave it.

OP here, what bothers me is that he's a local man and we are both from same region basically, same culture, where most people are trustworthy to each other. This dude however didn't want to tell me me/lied to me about the history of this car, which I find incredibly scummy. Especially, because as I said people here are mostly open and trustworthy and don't hide shit like this and give people false feelings.
My thinking for lowballing him is basically to make him feel bad a bit for lying to me, but also re-assuring him that I'm still willing to buy the car, but that I know I'm taking a bit of a risk here now that I've seen what condition it was in previously. So that's my angle, I believe he bought this car for around 8k, fixed it to some degree and now wants to make 4-5k additionally.
What I find scummy also is that he told me how everyone is greedy and scummy when selling cars and that people want to earn 5k per car, instead of 1k and being happy, which he seems like is doing now himself actually, a hyprocrite.
So yeah, I want to make him feel bad a bit, but also tell him I want to take care of this car now long term and that it's going to be for my upcoming family, etc.. maybe he'll soften and will take 11.5k€ or 12k€, still think it's a good price if car is okay.
He also told me how most sellers called him offering 10k€ and how greedy they are etc.. but of course, they also saw the carVertical pictures probably.

Okay let's just clear this out, usually people do major service around 180.000km if everything is okay. Major service being done around 130.000km is not standard here and is seen as something must be off or went wrong if it's that early.

me neither, but it's relative. To a car dealer anything past OEM warranty and ~100k km is old and often a pain in the ass to sell due to liabilites

OP here, if you read what I wrote you'd know I've done major service early due to exact same problem. It's of course good thing you get it fixed and maintain your car, but by default major services here are done at 180.000km usually if everything is running smooth, that's all.

The guy selling the car would not lie about it being an "active work car" if sitting in some junkyard wasn't a negative.
The price he put the car up for is the price for an actively used car that was being maintained, not for a car that was sitting in a junkyard. So change your offer accordingly.
Make sure you don't see any other red flags.
If you can show the car to the mechanics, ask them to take a quick look at the water pump and if the work they did on it was good. If it doesn't look good, then put into account how much it will be to fix in your offer.
The issue with getting your fair price, is that the seller might be confident that they can just sit on it a little longer and sell it to some other sucker who won't be as diligent as you. I don't know how the laws over there works when it comes to owning a car. It's possible that sitting on the car for months will cost them in some other fees which would make them more likely to sell it quickly even if it's not how much they wanted.

I personally fuck with a flipper's car if they did some much needed maintenance or reconditioning themselves to make the car a little nicer than how they found it at auction and sold it for a reasonable price that's more than they paid for originally and it becomes a good car for someone, it's no different than what dealers do, and often times dealers won't even fix shit, it goes straight from either the auction or trade-in to the lot for too high a price for how shitboxy and neglected it is
Basically, just look over your shit, doesn't matter if it's for sale on the side of the road, a private person, or even a dealership, it's the only way to get a good car.
