What makes a good military is a good NCO corps. That's really the core of it all and what makes a military effective.
NCOs are non-commissioned officers who are promoted through the ranks via a meritocratic system. Commissioned officers are trained to be officers and are usually appointed right out of the academy.
NCOs are knowledgeable, experienced, and crucially are able to make informed decisions in battlefield scenarios. NCOs make every unit adaptable and reactive. They don't have to wait for orders, they don't have to rely on a sprawling chain of command, they have the confidence and the authority to make decisions on their own.
Russia, China, Arab countries, etc, rely mostly on commissioned officers and functional equivalents. They are "educated" but lack the confidence that comes from real experience, they have no rapport with their men, and they're overly reliant on cumbersome command structures that delay response times. Often their officers are a wholly separate political or social class.
If you need to make a split second decision to save lives, and you're relying on a rigid command system, or even political commissars as is still the case in China, you're fucked. Your unit will be slow, inflexible, and lacking the confidence and experience it needs.
NATO countries, and especially the USA, have a long history of professional, voluntary military service, which is how you promote NCOs with real expertise.
Russia/China/Arabs have armies of conscripts led by inexperienced commissioned officers who lack the authority and autonomy to make crucial decisions.
If China wants a strong military, what it needs to do is invest in its professional military and raise up NCOs, and it can do that by undertaking police action just as the USA does, essentially by sending its troops to foreign countries to gain practical experience in conflict zones.

There was HUGE technological advancement after WWII. Why? War, where your existence is at risk, forces you to take action, to develop technologies, equipment, methodologies... to bring working theories to reality and find what works NOW so that you can hopefully survive. To shift resources that would normally be sitting idle to where they are needed and figure out how to effectively use them. This creates a change in attitude amongst the population that can last for several generations.

Xi and Putin want militaries that are competent enough to project power and win wars, but not so competent that they can threaten the regime, so they take steps to divide and control the officers in a way that only ends up sabotaging them. They deny them crucial battlefield information, they sow discord, they pit generals against one another, and all of this dysfunction comes back to a lack of NCOs.
What happened with Wagner is a perfect example of this kind of self-sabotaging thinking.
The Russian military is a conscript army led by commissioned officers. It is weak and ineffective, and it's held down by a cumbersome and elaborate command structure designed to exert top-down control, not to facilitate warfighting. Its leaders are constantly pitted against one another as a way to protect the regime, because Putin fears coups.
Wagner was a PMC force. It was made up of professional, career soldiers with real experience who wanted to be there, and it was led by the equivalent of an NCO in the form of Prigozhin. He had real military experience and he understood and respected his troops. He was able to act and make decisions largely on his own, and the result of that was pretty much the only real victories and gains of the war.
Wagner was far and away the single most effective force in the RU's arsenal and how were they rewarded? Internal sabotage. They were scared of him so they fucked with him until he couldn't fight effectively. They pissed it all away because of politics.
China is the same. Every competent military leader is a threat to the party. Arab countries are basically just cyclical coups by popular generals so they absolutely cripple their army's ability to fight as a preventative measure.
