Nah. It was legit a Vince problem. Zigman was just backed by the wrong people in the back. Patterson was a huge proponent of his and Vince would intentionally book Dolph to lose shit just to try and get a reaction from Pat Patterson

It started to happen to Bret Hart around '92 but the steroid controversy basically forced Vince to push him
And it's happening now to Jacy Jayne who has no business in NXT but is too good at making other girls look better she'll never leave.

I feel like the “x wrestler wasn’t pushed because he couldn’t cut a promo” argument should have died the moment they gave Roman the biggest push in WWE history.
Plus there are plenty of other shitters who couldn’t talk. Alberto, Orton, arguably even Triple H. Fact is Vince only pushes people who he likes. Simple as that.
