Absolutely worthless thing. The build cost of a thing like that is so far out of proportion with something simple like a solar panel. If you make the movement range too high it's going to feel like walking in snow or mud and if you don't then it doesn't make energy. On top of that it will struggle as a road, it's going to be a nightmare to maintain and you can't run heavy equipment over it. About 99.99% of people would prefer that they just installed a solar panel over the road to give some shade and cover for rain (handy for bus stops and other high traffic areas). It would be cheaper, provide more power and provide more utility without compromising on the roads ability to be a road.
It would only have some gimmick value perhaps for advertising purposes.
