The problem with this little platitude is that making concepts simple enough for an ordinary person to understand would mean wasting a lot if ink on concepts that the target audience already should know.

I could explain pythag theorem to a sufficiently curious, and patient, 5 year old. It would take an hour to get there if I wanted him to grasp it in a functional way though.
Or I could teach a young teenager the same thing in about 5 mins building on what he should already know at that point.

Simple concepts seem complicated to those that don't have the prerequisite knowledge to understand it.
