I gained 15kg and now I feel kind of fat. Should i lose weight?

Depends on your height. The fact is a BMI under around 28 or so is all good, it doesn't look bad on the vast majority of people. You should still lose to under 25 and hopefully around 23 for health reasons, but it is not important.

No, that is impossible. Most likely you are doing something wrong with the way you weigh yourself. For example, you are holding onto objects for balance, or you are weighing yourself on soft flooring (needs to be hard and even), or the scale is not calibrated (they caibrate automatically if you turn them on by getting on them, then get off so they show 0, then get on and actually weigh yourself), or even the battery may be low.

The same adage as always applies: weight is in the kitchen, muscle in the gym.
That said, you won't build visible muscles unless you're on gear or doing it for at least a decade.

First off, you can't get an accurate read with clothes on (additionally for best results you should measure after taking a shit and before drinking or eating anything). You also can't use a phone to take a pic in this way (they also have a weight after all).
Based on the display, I would say it's pretty likely the battery is dead and needs changing. Sometimes the whole unit is busted though. If you have any fixed item you can test with (like dumbell weights that are sufficiently heavy to trigger the scale without you having to step on it with the items in your hand, or large bottles of water like 20L types) then use this to double check after changing the battery.
Secondly, the way the scale is placed is not good. First, you should ensure it is even and does not cross between tiles. Second, tiled floor is not good for accuracy. If you have hardwood somewhere, that is usually better. For example, with clothes on, on hardwood, I weight 79.3, but on tiles like yours, it is 78.2.
My weight on hardwood without clothes is 77.2, while it is 77.0 (i.e. the difference is variable, because it's simply inaccurate, it's not like you get a flat bonus or malus).
The only other factor I can think of is if you use substances, including E for example.

You are skinny fat and as anon said above before you start showing bulged muscles it will take awhile. You need to go to the gym anyway to redistribute your body fat and gain the muscles you need for your everyday life, again don't worry you won't look "bulky".
